Several killed in Swiss factory shooting, police say

Three people, including the suspected assailant, have been killed in a shooting at a factory near the Swiss city of Lucerne, police said on Wednesday.

Seven others were injured in the attack, which happened just after 9 a.m. local time (3 a.m. ET) at a wood-processing company in the town of Menznau, west of Lucerne, the police said in a statement.

Emergency services were at the scene and the area had been cordoned off. A news conference had been scheduled for the afternoon.

Last month, a gunman killed three women and injured two men in the Swiss village of Daillon, stirring a debate about Switzerland's firearm laws, which allow men to keep guns after their mandatory military service.

There is no national gun register, but some estimates indicate that at least one in every three of Switzerland's 8 million inhabitants keeps a gun, many stored at home. Citizens outside the military who are 19 and over can apply for a permit to purchase up to three weapons. Sharpshooting and hunting are popular sports here.

A shooting in the Zug regional parliament in 2001, in which 14 people were killed, prompted calls to tighten laws, but the majority of Swiss citizens rejected a proposal in 2011 for extra measures such as mandatory locked storage of guns not in use.

Russian meteor traced to Apollo asteroid family

We didn't see it coming, but the meteor that recently exploded over Chelyabinsk, RussiaMovie Camera, made one of the most recorded entries in space rock history. Now, using the bounty of footage, mostly from cameras on car dashboards, astronomers have reconstructed the object's orbit and traced it back to its home turf.

The rock came from the Apollo family of near-Earth asteroids, say Jorge Zuluaga and Ignacio Ferrin at the University of Antioquia in Colombia (arxiv.org/abs/1302.5377). This family follows an elongated orbit that occasionally crosses Earth's path.

Tracing orbits can show where to check to see if more asteroids are on the way, but normally it takes more time to do so accurately and there aren't always enough current sightings to work out an orbit. "This was a very special case," says Zuluaga.

Deflecting Didymos

Astronomers have the same problem when trying to deduce the orbit of an asteroid that is still in space, to work out if it poses a future threat. So a crowdsourcing website run by the Spanish National Institute of Aerospace Technology is being used to check archives for old snaps of asteroids, which can help fill in the gaps. More than 3000 users working since 2011 have improved orbital calculations for about 500 known objects, the researchers now report (arxiv.org/abs/1302.5375).

The European Space Agency, meanwhile, has announced plans to intercept a harmless Apollo asteroid called Didymos in 2022. If that works, the technique could also deflect an Earth-bound asteroid in future.

Other efforts focus on improving efforts to spot dangerous asteroids in the first place. Yesterday, a rocket launched from Shriharikota, India, carrying, among other things, the Canadian space agency's suitcase-sized asteroid-spotter NEOSSat. Short for Near Earth Object Surveillance Satellite, it will watch out for incoming rocks currently missed by telescopes on Earth.

How to Reduce Your Mortgage Insurance Payment | AOL Real Estate

Mortgage insurance

is the dreaded premium on a mortgage payment that consumers hate, and for good reason. It makes the cost of homeownership rise over time, benefiting one group: the investor that owns the loan. Mortgage insurance, also known as private mortgage insurance, or PMI, is an integral part of many common loan programs found in the market today: FHA mortgages, USDA mortgages and, yes, even standard conventional mortgages. Mortgage insurance is paid by the consumer for the benefit of the lender to insure the loan in case the consumer defaults on the payment down the road. Mortgage insurance loans are more profitable to the mortgage markets because of the additional premiums paid to the mortgage servicer.

How PMI becomes attached to a mortgage payment: Typically, you're required to have mortgage insurance when you have less than 20 percent equity on a refinance or less than a 20 percent down payment when buying a home. Additionally, a loan with 80 percent loan-to-value financing (that is, 80 percent of the purchase price or home value) will also have property taxes and hazard insurance built into the monthly mortgage payment. On top of that, mortgage insurance is added to this figure, further inflating the payment for the consumer.

What will your PMI payment be -- and can you afford it?: Typically, your PMI payment is based on 75 basis points (x .0075) of the loan amount. Using a $350,000 loan amount, that translates to $218.75 per month. PMI is considered a liability by lenders, who will require double that in your income to offset it. Example: It takes $437 per month in income to offset the $218.75 per month in financed mortgage insurance.

Here are a few ways to reduce the cost of mortgage insurance:

? Get a lower loan-to-value supported by an appraisal, or bring more cash to the table to reduce the amount borrowed

? Conventional loans typically contain lower PMI insurance than government loans like those from the FHA.

? HARP 2 refinances -- no matter the loan to value -- will not require monthly mortgage insurance so long as the loan being paid off does not contain monthly mortgage insurance.

? Have a credit score of 760 or better and the loan to value is no larger than 85 percent -- and if refinancing, no cash is being taken out of the transaction.

How long mortgage insurance is needed: This depends on the mortgage loan program you have -- whether it's a conventional mortgage or a government mortgage. Conventional Mortgages will require monthly mortgage insurance until you've paid enough on your mortgage to have 22 percent equity in your home. And while the lender must remove mortgage insurance at 22 percent equity, it is primarily up to the consumer to be proactive in ridding themselves of PMI.

Types of housing that require PMI: 1) Primary residences -- maximum loan to value of 97 percent, 95 percent loan to value produces best terms; 2) Second/vacation Homes -- Maximum loan to value of 90 percent; 3) Investment properties -- No PMI financing presently available.

Does PMI make financial sense?: For most consumers, the lowest possible monthly payment is the No. 1. priority, of course. But there are a few exceptions that PMI can benefit you. For a buyer with previous credit problems, a mortgage containing monthly mortgage insurance allows one to purchase with less than perfect qualifying standards. Or, maybe you want the option of paying a smaller down payment because you need the cash safety net. In either scenario, financing containing PMI may be beneficial to you.

Blizzard blasts Plains ? again

LUBBOCK, Texas (AP) ? The nation's midsection again dealt with blizzard conditions Monday, closing highways, knocking out power to thousands in Texas and Oklahoma and even bringing hurricane-force winds to the Texas Panhandle. Two people have died.

Already under a deep snowpack from last week's storm, Kansas was preparing for another round of heavy snow Monday evening and overnight, prompting some to wonder what it could do for the drought.

"Is it a drought-buster? Absolutely not," National Weather Service meteorologist Victor Murphy said. "Will it bring short-term improvement? Yes."

The storm is being blamed for two deaths on Monday. In northwest Kansas, a 21-year-old man's SUV hit an icy patch on Interstate 70 and overturned. And in the northwest town of Woodward, Okla., heavy snow caused a roof to collapse, killing one inside the home.

Earlier on Monday, blizzard warnings extended from the Oklahoma and Texas panhandles into south-central Kansas. The blizzard warnings were dropped Monday evening for the far western portion of the Texas and Oklahoma panhandles.

Meanwhile to the east, lines of thunderstorms crossed Arkansas, Louisiana and Florida, bringing heavy rain and an occasional tornado warning.

As many as 10,000 people lost power in Oklahoma, as did thousands more in Texas.

"I have a gas cooking stove and got the oven going," said Ann Smith, owner of the Standifer House Bed and Breakfast in Elk City, Okla., late Monday afternoon. Her daughter and grandchildren had come over because they lost power.

"If it gets cold tonight, I guess we'll have to put pallets in the kitchen," Smith said with a laugh.

Colorado and New Mexico were the first to see the system Sunday night, with up to 2 feet falling in the foothills west of Denver.

As it moved into the Texas and Oklahoma panhandles Monday, the storm ground travel to a halt, closing miles of interstates and state highways.

Texas Department of Public Safety Trooper Daniel Hawthorne said about a dozen motorists had to be rescued, but no one was injured. The National Weather Service in Lubbock reported at one point that as many as 100 vehicles were at a standstill on Interstate 27.

Extremely strong winds whipped around at least a foot or more of snow in the Texas Panhandle, and a hurricane-force gust of 75 mph was recorded at the Amarillo airport. Amarillo recorded the biggest snowfall total in Texas ? 19 inches, just short of the record of 19.3 ? while Fritch was second with 16.

The Oklahoma Highway Patrol closed all highways in the Panhandle and much of the state's northwest because of blizzard conditions. Trooper Betsy Randolph said several dozen motorists have reported being stranded or have abandoned their vehicles.

Chris McBee, a storm chaser, got stuck outside Woodward in northwest Oklahoma in the mid-afternoon. By then, the city was leading Oklahoma's snow totals with 15 inches of snow.

"We were planning to go back to Oklahoma City tonight, but the road was just impassable," McBee told The Associated Press. "You couldn't see 50 feet in front of you." A man with a bulldozer dug out McBee's vehicle.

"He's just helping people," McBee said, adding he assumed the man was still out there. "We tried to pay him and he refused."

While the wintry precipitation is "a shot in the arm," National Drought Mitigation Center climatologist Mark Svoboda said, the drought in the Plains and Midwest is far from over. Svoboda, speaking from Lincoln, Neb., said 12 inches of snow is equivalent to about 1 inch of rain.

"We would need 2-4 feet of snow to just erase the October to present deficits," in Kansas, he said.

Jim Shroyer, a wheat specialist with Kansas State University Extension, said snow is more efficient than summer rain in replenishing soil moistures because rain tends to run off or evaporate during the summer months.

But it can take months or years for pastures and rangeland to recover to the point where there is good forage there for livestock.

"There is a lag coming out of drought where some of these impacts will linger on long after 'climatological drought' is gone," Svoboda said. "And there is always a sense of false security there."

Texas rancher Jay O'Brien warned the storm could be deadly for grazing cattle, with the wind pushing animals into a fenced corner where they could suffocate from the drifts.

"This type of snow is a cattle-killer," he said.

Parts of Kansas are bracing for anywhere from 8 to 24 inches of snow as the system moves through the state overnight. Wichita figures to take another hit after last week's storm that dumped about a foot and a half of snow.

In preparation, many Kansas school districts already have called off Tuesday classes, as has the University of Missouri-Columbia. And Kansas City, Mo., Mayor Sly James declared a state of emergency Monday, as another foot or more could fall, adding to last week's 10 or so inches.

"This one has the potential to be quite serious," James said at a news conference.

Through the day Tuesday, the storm is forecast to spin toward the upper Midwest, bringing snow to Chicago and eventually Detroit before heading toward Buffalo, N.Y, and northern New England in the middle of the week.

Oil prices recover

Oil prices have recovered slightly, after two days of losses stoked by concerns that prices had outrun weak growth in demand.

New York's main contract, WTI crude for April, gained 29 cents to $US93.13 a barrel on Friday.

In London, Brent North Sea crude for April delivery finished at $114.10 a barrel up 57 cents from Thursday.

The modest rebound came after New York prices fell more that $4.50 a barrel over the past two days.

"We had a dramatic selloff this week and we are just seeing some short-covering, some profit-taking," said John Kilduff of Again Capital, adding that $93 "seems to be the new support level."

Jason Hughes, head of premium client management at IG Markets in Singapore, said it was "possible that we do have the bargain hunters looking to pick up oil at these levels".

Traders brushed off more data showing a prolonged recession in the eurozone, getting instead encouragement from a rise in German business confidence, said analysts.

"With the equity markets focused more on German business confidence than downward revisions to eurozone economic forecasts, the petroleum markets are seeing at least a limited bounce after the Wednesday-Thursday drop," said Tim Evans at Citi Futures.

"The height of the bounce - whether today or into next week - will provide an indication of whether oil market bullish sentiment is resilient or whether further urgent long liquidation is on tap."

Hong Kong unveils more property-cooling measures

HONG KONG (Reuters) - Hong Kong is imposing higher stamp duties and home loan curbs on property transactions, officials said on Friday, the latest effort to cool an overheated property sector that boasts some of the world's most expensive apartments.

Financial Secretary John Tsang said "exuberance has regained momentum" in Hong Kong's property market, and for this reason stamp duties for flats would be increased across the board for most buyers.

Tsang said the measures were needed to keep the potential economic risk from spreading in the financial hub.

"The risk of an asset bubble is increasing. If we allow the bubble to grow, in the end it will affect the macroeconomy and also the stability of the financial system. It will be very damaging to society," Tsang told reporters.

"These measures will help narrow the supply-demand gap, contribute to the stable development of our property market and the stability of our financial system," Tsang said.

For flats costing less than HK$2 million (about $258,000), the stamp duty would be increased from HK$100 to 1.5 percent of the transaction price, while the stamp duty for other properties would be doubled to as much as 8.5 percent of the residential transaction price.

The increased stamp duties, however, would not apply to Hong Kong residents buying residential property for the first time in the city, in a bid to allow new local homemakers to enter the market, while other limited exemptions were possible.

The government also said it would standardize the stamp duty regime for non-residential properties such as shops, factory space, office space and even car parking spaces to avoid speculative hot money flowing into these other categories.

"It will help forestall any possible shift in exuberance from the residential market to the non-residential market by raising the costs," said Tsang.

This week, the controversial sale of 360 hotel suites by leading local developer Cheung Kong Holdings drew scrutiny, with buyers able to avoid paying regular stamp duties charged to residential units, given the commercial nature of the suites. Tsang, however, refused to be drawn on whether the latest move was an attempt to close off this legal loophole.

The city's ultra-low interest rate environment, tight supply and abundant liquidity, pushed property prices up 2 percent in January, Tsang said, while overall residential property prices have jumped 120 percent since 2008.

While Tsang said some of the market frothiness had come from hot money flows from the United States in response to quantitative easing and a low interest rate regime, this could change earlier than some people expect. That would cause mortgage repayments to balloon while "price fluctuation risks would be increased", he said.

The city's de facto central bank, meanwhile, issued mandatory guidelines to banks to tighten home loan approval criterion including maximum loan-to-value ratios of mortgage loans for all commercial and industrial properties. These would be lowered 10 percentage points from existing applicable levels.

Some analysts expected the latest round of measures to help arrest the rise in property prices, for now.

"There will be a big impact in the short term, the transactions will decrease, as well as speculation," said Thomas Lam, director of research at Knight Frank "But I think they (the government) will do more if the property price continues to increase after 3 months."

The latest round of property cooling in Hong Kong comes on a series of seemingly tit-for-tat moves by the Singapore government that has also sought to rein in its own market.

As centers of finance and trade, Singapore and Hong Kong are on the front line of global hot money flows. Each exports the equivalent of more than 100 percent of their GDP each year. They're not the only Asian countries confronting this problem. Others affected include South Korea, Thailand and even China.

Since October 2009, the Hong Kong government has taken a series of steps to curb prices, including a 15 percent property tax on foreign buyers, mortgage restrictions and taxes on quick resales. However, home-price pressures have continued to pose policy challenges for officials.

As Hong Kong felt an initial squeeze from property measures imposed in October, including the 15 percent tax on foreign buyers, private home sales in Singapore jumped nearly 30 percent in December from November.

Government of Canada Invests to Help Youth in Surrey Get Jobs

SURREY, BRITISH COLUMBIA--(Marketwire - Feb. 22, 2013) - The Government of Canada is providing support for local youth to help them gain the skills, knowledge and experience they need to enter and succeed in the job market. The announcement was made by Nina Grewal, Member of Parliament for Fleetwood-Port Kells, on behalf of the Honourable Diane Finley, Minister of Human Resources and Skills Development.

"Our government's top priorities are creating jobs, economic growth and long-term prosperity," said Ms. Grewal. "The Government of Canada's Youth Employment Strategy is helping youth develop the skills and gain the experience they need to get jobs now and prepare for the workforce of tomorrow."

Progressive Intercultural Community Services (PICS) is receiving over $96,000 from the Skills Link program to help youth overcome barriers to employment. Skills Link is part of the Government of Canada's Youth Employment Strategy (YES).

Participants will develop entrepreneurial skills to launch their own businesses. They will attend various self-employment training and information sessions on topics including marketing, financial planning and developing a business plan. Participants will also gain knowledge from mentors and guest speakers in areas such as developing sales strategies and building relationships with customers and the community.

"We're grateful to have the support from the Government of Canada," said Charan Gill, Chief Executive Officer, PICS. "This project provides valuable opportunities for youth to gain skills that will benefit them in the present and help them create a better future."

With an annual budget of more than $300 million, YES helps youth, particularly those facing barriers to employment, obtain career information, develop employment skills, find jobs and stay employed. YES includes the Skills Link and Career Focus programs and the Canada Summer Jobs initiative, which creates thousands of job opportunities for students every summer.

Employers may submit applications for this year's Canada Summer Jobs program until February 28th. Applications for employers are available online at servicecanada.gc.ca/csj2013 and at Service Canada Centres.

Economic Action Plan 2012 is providing an additional $50 million over two years to enhance YES through a new initiative that will connect young Canadians with jobs in high demand and help them develop tangible skills and gain work experience.

GREEN?BAY?- A Packers wide receiver believes that the NFL?should relax rules against defenders smashing into his helmet with their helmet, a currently against-the-rules maneuver.

James Jones told NFL?Network that if he could be the?NFL's commissioner for a day, "I'm changing helmet-to-helmlet. ?I think the helmet-to-helmet rule, where defenders have to hit a certain target, I think they need to eliminate that."

The NFL?has been tighetning rules against hits to the helmet, particularly with recent studies and lawsuits involving long-term effects of concussions on NFL?players.

Obama administration: Cuts to cause flight delays

WASHINGTON (AP) ? The Obama administration is warning that automatic spending cuts scheduled to take effect March 1 will result in travel delays at major airports and require traffic-disrupting shutdowns of air traffic control towers at smaller facilities.

Transportation Secretary Ray LaHood says the across the board reductions will require trimming $600 million this year form the Federal Aviation Administration. LaHood says that will mean furloughing air traffic controllers, which in turn will reduce the ability to guide planes in and out of airports.

He says travelers could experience 90 minute delays or more in major cities.

The transportation reductions are part of broader, cuts that will hit across government agencies that will begin to kick in at the end of next week.

LaHood's appearance in the White House briefing room was part of a continuing campaign by Cabinet members and other administration officials aimed at buttressing President Barack Obama's appeal to Congress to replace the cuts with tax increases and targeted reductions. Congressional Republicans oppose any additional tax increases.

Asked whether it appeared inevitable that the cuts would materialize, press secretary Jay Carney said: "We obviously are discouraged by the line that Republican leaders have taken, which is the book is closed on revenue. ... We remain hopeful and we will continue to engage with Congress."

LaHood, a former Republican congressman from Illinois, denied that he was simply describing a worst-case scenario that would scare the public and put pressure on Republican lawmakers. He said the effect of the cuts will begin to be felt around the beginning of April.

"What I'm trying to do is wake up members of the Congress with the idea that they need to come to the table so we don't have to have this kind of calamity in air services in America," he said.

LaHood said the main reason the White House had asked him to appear before White House-based reporters was because he is a Republican making the case for Obama with Republican lawmakers.

WASHINGTON (AP) ? Facing heightened expectations from gay rights supporters, the Obama administration is considering urging the Supreme Court to overturn California's ban on gay marriage ? a move that could have a far-reaching impact on same-sex couples across the country.

The administration has one week to file a friend-of-the-court brief with the justices outlining its opinion on the California ban, known as Proposition 8. While an administration brief alone is unlikely to sway the high court, the government's opinion does carry weight with the justices.

Opponents of the Proposition 8 ban believe the president signaled his intention to file a brief when he declared in last month's inaugural address that gays and lesbians must be "treated like anyone else under the law." An administration official said Obama ? a former constitutional law professor ? was not foreshadowing any legal action in his remarks and was simply restating his personal belief in the right of gays and lesbians to marry, though the official said the administration was considering filing a brief.

The Proposition 8 ballot initiative was approved by California voters in 2008 in response to a state Supreme Court decision that had allowed gay marriage. Twenty-nine other states have constitutional amendments banning gay marriage, while nine states and Washington, D.C., recognize same-sex marriage.

Solicitor General Donald Verrilli is consulting with the White House on the matter, according to a senior administration official, who spoke only on condition of anonymity because the official was not authorized to address the private deliberations publicly.

While the Justice Department would make the filing, the president is almost certain to make the ultimate decision on whether to do so.

"I have to make sure that I'm not interjecting myself too much into this process, particularly when we're not a party to the case," Obama said Wednesday in an interview with San Francisco's KGO-TV.

He said his personal view was that gay couples should have the same rights as straight couples and said his administration would do whatever it could to promote that principle.

Obama has a complicated history on gay marriage. As a presidential candidate in 2008, he opposed the California ban but didn't endorse gay marriage. As he ran for re-election last year, he announced his personal support for same-sex marriage but said marriage was an issue that should be decided by the states, not the federal government.

To some, Obama's broad call for gay rights during his Jan. 21 inaugural address was a sign that he now sees a federal role in defining marriage.

"Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law," Obama said during his remarks on the west front of the Capitol. "For if we are truly created equal, than surely the love we commit to one another must be equal as well."

Seeking to capitalize on growing public support for gay marriage, advocates are calling on the administration to file a broad brief not only asking the court to declare California's ban unconstitutional but also urging the justices to make all state bans illegal.

"If they do make that argument and the court accepts it, the ramifications could be very sweeping," said Richard Socarides, an attorney and advocate.

The administration could also file a narrower brief that would ask the court to issue a decision applying only to California. Or it could decide not to weigh in on the case at all.

The Supreme Court, which will take up the case on March 26, has several options for its eventual ruling. Among them:

? Uphold the state ban on gay marriage and say citizens of a state have the right to make that call.

? Endorse an appeals court ruling that would make same-sex marriage legal in California but apply only to that state.

? Issue a broader ruling that would apply to California and seven other states: Delaware, Hawaii, Illinois, Nevada, New Jersey, Oregon and Rhode Island. In those states, gay couples may join in civil unions that have all the benefits of marriage but may not be married.

? Rule that the Constitution forbids states from banning same-sex unions.

For weeks, supporters and opponents of Proposition 8 have been lobbying the administration to side with them.

Last month, Theodore Olson and David Boies, lawyers arguing for gay marriage, met with Verrilli and other government lawyers to urge the administration to file a brief in the case. A few days later, Charles Cooper, the lawyer defending Proposition 8, met with the solicitor general to ask the government to stay out of the case. Those kinds of meetings are typical in a high court case when the government is not a party and is not asked by the court to make its views known.

Boies and Chad Griffin, president of the advocacy group Human Rights Campaign, also had a meeting at the White House on the case.

Ahead of next week's deadline, nearly two dozen states have filed briefs with the court asking the justices to uphold the California measure.

Public opinion has shifted in support of gay marriage in recent years. In May 2008, Gallup found that 56 percent of Americans felt same-sex marriages should not be recognized by the law as valid. By November 2012, 53 percent felt they should be legally recognized.

One day after the court hears the California case, the justices will hear arguments on another gay marriage case, this one involving provisions of the federal Defense of Marriage Act. The act defines marriage as between a man and a woman for the purpose of deciding who can receive a range of federal benefits.

The Obama administration abandoned its defense of the law in 2011 but continues to enforce it.

Vanedge is a Vancouver-based fund co-created by a couple Electronic Arts veterans including former president of worldwide studios Paul Lee. The firm’s principal Tony Lam will join Playnomics board. Playnomics is competing in an increasingly crowded space of app service providers that help game developers earn more revenue from their players. The startup’s product marries analytics with the ability to act on data. Game developers get a special dashboard which segments out players into groups of high-spenders, or whales — all the way down to those that are at risk of leaving. With that data, game makers can change their messaging to lure at-risk players back into a game or prompt others to jump on special deals. “Studios can go in and track the health of their games based on scores,” said Playnomics’ VP of Business Partnerships, Ian Atkinson. “We score every player in the game based on retention and engagement.” Playnomics’ analytics look at attention, or the number of sessions per player and the length between play sessions. It looks at loyalty, or whether the gamer has come back in the last week, and then intensity, or how active they are while playing. The initial price to use their system is free and with that, a studio gets up to 1 million messages to players. Beyond that, there are custom pricing plans depending on how many player segments the studio wants or how many messages they want to send. The company’s network has about 50 developers, 30 million monthly active users and 100 million uniques overall. There are about 100 games on the platform, including some from Turkey’s Peak Games. For comparison, another competitor Playhaven, which also focuses on retention and monetization of mobile gamers, has about 100 million uniques in its network. Chartboost, another gaming-centric, cross-promotion network, has about 12,000 games on its platform. The 20-person startup had raised $3 million before that round from FirstMark Capital, XSeed Capital, TriplePoint Capital, Accelerator Ventures and Metamorphic Ventures.

Russia seeks EU guarantees over horse meat scandal

MOSCOW (AP) ? Russia may suspend meat imports from European Union nations because of the horse meat scandal, an official said Thursday.

Gennady Onishchenko, Russia's chief sanitary official, told Ekho Moskvy radio that he has sent a letter to the European Commission requesting a guarantee that meat products sold to Russia don't contain horse meat.

Onishchenko said that Russia would have to temporarily suspend meat imports from EU nations if the bloc fails to provide the assurances, and also called on Russians to choose locally produced meat.

Bulgaria, Portugal and Spain on Thursday became the latest countries to detect horse meat in food products labeled as beef in the widening European food scandal.

In Bulgaria, the government said that DNA tests conducted in Germany had found imported frozen dishes being sold in a supermarket chain to be as high as 80 percent horse meat.

The tests were ordered last week when suspicious frozen lasagna dishes were withdrawn from markets in Bulgaria.

Officials on Spain's Canary Islands said they had seized one metric ton of hamburger patties with varying levels of horse meat ranging from 5 percent to 40 percent per patty.

And in Portugal, authorities said they found and seized 12,410 packages of frozen lasagna containing horse meat.

The horse meat scandal began with tons of horse meat from Romanian abattoirs exported to France, where it was processed into ready-made meals. Romanian authorities said the meat was correctly labeled as horse and that the fraud occurred further down the food supply chain.

Since then, horse meat has turned up across Europe in frozen supermarket meals and in restaurants, schools and hospitals.

Tourism sector businesses on the Canary Islands were told Thursday of the seizure of the patties with horsemeat so they can take precautions at resorts popular among Europeans.

Steelers receiver Antonio Brown says his third year with the team was a lot different than his first two.

Brown said on SportsCenter today that Pittsburgh?s locker room was fractured in the 2012 season, in a way he hadn?t seen previously since being drafted by the Steelers in 2010.

?It was definitely different ? guys weren?t really together,? Brown said.

Brown said Steelers safety Troy Polamalu was among the veterans who spoke out and tried to explain to the team that selfish behavior wouldn?t be tolerated. But that talk was apparently not enough.

?That?s when you know you?ve got issues and you?ve got to come together as a team. Because the reality of a team game is everyone on the same page, committed to the same thing, dedicated for one goal, and that?s winning,? Brown said.

Although he didn?t name any names, Brown said he thought he had teammates last year who cared more about their individual goals than about the team?s record. And he described going 8-8 as ?a bitter taste? that he hopes will motivate all of his teammates to act differently in 2013.

?Everyone in our locker room in 2013 has to understand the value of being in there and what our tradition and history stand for,? Brown said.

Brown said he agrees with Steelers defensive coordinator that the Steelers could have done what the Ravens did and gone on a run to the Super Bowl.

?He?s right on ? we definitely had the talent, the pieces in the right place to do some things,? Brown said. ?But winning is not talent. It?s all about being on the same page, and each guy having the guy next to him?s back, and being committed to winning. You see a Ravens team that was committed to winning and togetherness, and that?s what it?s all about.?

For Pittsburgh fans, hearing a Steeler say the team needs to be more like the Ravens is, indeed, a bitter pill to swallow.

Syrian regime uses large 'Scud-type' missile

AMMAN (Reuters) - A Syrian missile killed at least 20 people in a rebel-held district of Aleppo on Tuesday, opposition activists said, as the army turns to longer-range weapons after losing bases in the country's second-largest city.

The use of what opposition activists said was a large missile of the same type as Russian-made Scuds against an Aleppo residential district came after rebels overran army bases over the past two months from which troops had fired artillery.

As the uprising against President Bashar al-Assad, now a civil war, nears its two-year mark, rebels also landed three mortar bombs in the rarely-used presidential palace compound in the capital Damascus, opposition activists said on Tuesday.

The United Nations estimates 70,000 people have been killed in the conflict between largely Sunni Muslim rebels and Assad's supporters among his minority Alawite sect. An international diplomatic deadlock has prevented intervention, as the war worsens sectarian tensions throughout the Middle East.

A Russian official said on Tuesday that Moscow, which is a long-time ally of Damascus, would not immediately back U.N. investigators' calls for some Syrian leaders to face the International Criminal Court for war crimes.

Moscow has blocked three U.N. Security Council resolutions that would have increased pressure on Assad.

Casualties are not only being caused directly by fighting, but also by disruption to infrastructure and Syria's economy.

An estimated 2,500 people in a rebel-held area of northeastern Deir al-Zor province have been infected with typhoid, which causes diarrhea and can be fatal, due to drinking contaminated water from the Euphrates River, the World Health Organization (WHO) said on Tuesday.

"There is not enough fuel or electricity to run the pumps so people drink water from the Euphrates which is contaminated, probably with sewage," the WHO representative in Syria, Elisabeth Hoff, told Reuters by telephone.

The WHO had no confirmed reports of deaths so far.

BURIED UNDER RUBBLE

In northern Aleppo, opposition activists said 25 people were missing under rubble of three buildings hit by a several-meter-long missile. They said remains of the weapon showed it to be a Scud-type missile of the type government forces increasingly use in Aleppo and in Deir a-Zor.

NATO said in December Assad's forces fired Scud-type missiles. It did not specify where they landed but said their deployment was an act of desperation.

Bodies were being gradually dug up, Mohammad Nour, an activist, said by phone from Aleppo.

"Some, including children, have died in hospitals," he said.

Video footage showed dozens of people scouring for victims and inspecting damage. A body was pulled from under collapsed concrete. At a nearby hospital, a baby said to have been dug out from wreckage was shown dying in the hands of doctors.

Reuters could not independently verify the reports.

Opposition activists also reported fighting near the town of Nabak on the Damascus-Homs highway, another route vital for supplying forces in the capital loyal to Assad, whose family has ruled Syria since the 1960s.

Rebels moved anti-aircraft guns into the eastern Damascus district of Jobar, adjacent to the city center, as they seek to secure recent gains, an activist said.

"The rebels moved truck-mounted anti-aircraft guns to Jobar and are now firing at warplanes rocketing the district," said Damascus activist Moaz al-Shami.

Russian Deputy Foreign Minister Gennady Gatilov told a news conference a U.N. war crimes report, which accuses military leaders and rebels of terrorizing civilians, was "not the path we should follow ... at this stage it would be untimely and unconstructive."

Syria is not party to the Rome Statute that established the ICC and the only way the court can investigate the situation is if it receives a referral from the Security Council, where Moscow is a permanent member.

Sony's 'PlayStation App' for iOS and Android adds second screen to PS4

Sony is working on a second screen app to work with its upcoming PlayStation 4 that will let users use their smartphones and tablets as companion devices while playing, and watch their friends? gameplay wherever they have an internet connection. The new software is called PlayStation App (not to be confused with the existing PlayStation Official App), and while there aren?t many details right now, Sony suggests that users will be able to use it to do things like view in-game maps while they?re playing. The feature sounds similar to what Microsoft is doing with SmartGlass, which lets users explore maps in Forza Horizon from their tablets, for instance.

Gaikai CEO David Perry spoke for a few minutes this morning about the PlayStation 4?s new tools for spectators, like the ability to let your friends ?look over your shoulder? by broadcasting your gameplay using the controller?s new share button. The PlayStation App will then let those friends watch the streaming gameplay footage, making use of the new console?s ?always on? video compression. Finally, the app will let you buy new games on the road and download them ?directly to the console at home,? presumably meaning they?ll be ready to play when you walk in the door. All in all, it sounds like a colossal improvement over Sony?s existing app, which is little more than a viewer for your trophies and the online status of your PSN friends. Sony says the app is coming out for iPhone, iPad, and Android phones and tablets ? unsurprisingly, there?s no reference to Microsoft's Windows 8.

Hydro beats nuclear and coal, beats oil and gas, review finds

Feb. 4, 2013 ? Researchers in Italy and the UK have reviewed the economic, social and environmental impact of hydro, coal, oil, gas and nuclear power. Each has its advantages and disadvantages, but of these conventional electricity generation technologies, hydroelectric power appears to be the most sustainable and acceptable environmentally and economically. Nuclear and coal run a close second place but oil or gas-fired power stations are revealed to be the worst choice when considering the various factors overall.

Giorgio Locatelli of the University of Lincoln and Mauro Mancini of Milan Polytechnic explain that the research literature has offered several studies of the economics of power plants but these are commonly based on cash flow considerations whereas sustainability factors, such as environmental and social considerations have moved higher up the agenda when investment in this area of technology is considered.

Writing in the International Journal of Business Innovation and Research, the team explains that as worldwide demand for electricity grows, new power plants must be built. However, the "green" options of solar, wind, tidal and other newer forms of electricity generation simply cannot maintain pace with demand. "Worldwide population growth combined with growing electricity demand requires the construction of more power plants," the team says. Carbon emissions, environmental pollution, energy security, ever-changing fossil fuel prices and supply, as well as the societal impact of power plant location must now be considered as part of the multitude of considerations in building new infrastructure. Moreover, investors must now consider sustainability.

The team has considered various factors: fuel supply security, environmental impact, public acceptance, volatility of fuel price, risk of severe accident and emergency planning zone (EPZ) consideration -- in assessing each classification of power generation. Each factor carries a certain weight in their calculations of which power source is most sustainable overall. These factors are in the broad sense beyond the control of investor or users.

Given that many regions do not have the potential to use hydroelectric power generation, nuclear and coal-fired power plants are the next obvious choice, but each has many pros and many cons. The next stage in their research will be to provide a balanced review of each of these with a view to offering a possibly definitive answer on sustainability of power generation.

A chareidi youth traveling from Belgium to the UK was taken into custody after border authorities realized he was carrying someone else?s ID. The 16-year-old chareidi youth was being driven in an organized line used by chareidim traveling between Antwerp and London.

As the vehicle was heading into the English Channel Tunnel he was placed under arrest following a border authority inspection. The driver was also detained for questioning but released when it was determined he was not connected in any way to the actions of the youth.

In The New England Journal of Medicine last week, a prominent researcher noted that much of the conventional wisdom about weight loss has little basis in science. But his article did not address one oft-asked question: Is your waistline affected by when you eat, or is a calorie always just a calorie whenever you eat it?

To seasoned dieters, the claim that eating late can spell trouble is nothing new. But the idea has lacked evidence from credible human studies. Most of the research to date has shown that eating late is linked to weight gain, but late eaters also tend to consume more calories over all.

In a new study, published in The International Journal of Obesity, researchers at Harvard and elsewhere followed 420 overweight men and women in Spain in a 20-week weight loss program.

The subjects were split into two groups. Each followed a similar diet, got equivalent amounts of sleep, and had similar caloric intakes and expenditures. They also showed no differences in two hormones that play a key role in appetite, leptin and ghrelin.

But there was a critical difference in the timing of their main meal of the day, which in this case, because of the Mediterranean setting, was lunch. In both groups, the meal comprised about 40 percent of their daily calories. But one group consistently ate it before 3 p.m. daily, while the other did so after 3 p.m.

By the end of the study, despite similar caloric intakes, the late eaters had lost significantly less weight. They also showed lower insulin sensitivity, which increases the risk of diabetes.

Weight loss strategies, the authors wrote, should focus not just on calories and nutrients, ?but also the timing of food.?

THE BOTTOM LINE

The timing of your meals may not be everything when it comes to weight loss, but it does appear to play a role.

Earlier today AT&T announced the rebranding of its U-verse Live TV service, changing its name to Mobile TV. To go along with the name change, the carrier now offers direct account billing, enhanced picture quality over LTE and a slightly reduced price tag of $10 per month. In addition to Mobile TV's stock programming from ABC Mobile, Disney, ESPN Mobile and Fox News, customers can purchase one of three premium packages for an extra $5 per month. This trio of add-ons offers kid-friendly programming, content from BET or select Spanish-language networks. So, if it's your heart's desire to watch reruns of Keeping up with the Kardashians on your smartphone, Android and iOS users can download AT&T's Mobile TV app from their respective marketplace, while Windows Phone devices ship with the software pre-loaded.

Beerbeer ? Blog Archive ? Wake Up And Drink Beer!

I guess people will think that only alcoholic will wake up and drink beer. Many believe is bad for your to drink beer in the morning, because breakfast is the most important meal in the morning that your body need to absorb nutrient. Alcohol is not something you want to put it in for your body to absorb.

As you know, there?s always a but in this equation that I like to break the rules. Drinking in the morning is something very different. By mean drinking is more towards moderately. Having one is really nice especially staying in Malaysia with so much good food to go with. I always find that coffee kill of many of the taste that the food offers. That?s why is best to drink coffee after food, not before unless you eat with Ew Char Kuey (oil fried cake/stick?)

Of course, drinking in the morning look really bad. Normally I?ll take away the food and eat with my beer in my house or somewhere private for 2 reasons. First people will give you a strange look if you drink in the morning except if you are in Langkawi. Second I got more better selection at home in terms of beer choice to paired with the food. I did many brewery visit in the morning and drinking in the early stage of the day is awesome. It make the rest of the day look so much more fun.

Mainly food pairing is my main aim for morning drinking. The street food from chinese, indian and malay is awesome match maker with beers. You got the fried, the spicy, the soup, the sauce and many other combination that tempted me to eat breakfast and drink with beer. One of my favourite is having dim sum and drink beer. Maybe that is the idea for the next Foodbeerlicious at Ales & Lagers? Cheers!
